Footage obtained by The Sun shows two of the three horses running along the middle of the road, with drivers having to pull over.
Six horses are understood to have been conducting a routine exercises under the control of five soldiers, with the additional horse being led.
But the lead horse is said to have become spooked by a London bus and became loose.
Two other horses also managed to escape, before travelling from Seville Street to South Eaton Place, where one was recovered.
The other two continued along Vauxhall Bridge and were eventually stopped.
One suffered minor injuries, but required no further treatment, an Army spokesman said.
Ian Miller, who captured the video, told The Sun: “I was getting ready for the day and then just heard the sound of horses trotting outside.
“They often use the road to travel between Buckingham Palace and Westminster and are highly trained.
“It was like one was following the other and they were trotting down the road as usual, then I realised neither had a rider.
“One woman was nearly run over because drivers had to pull to the side of the road.”
The horses were returned to their Hyde Park Barracks at around 9.55am.
An Army spokesman said: “We can confirm that whilst exercising this morning, three horses from the Household Cavalry Mounted Regiment became loose from their riders. They were swiftly and safely recovered.
“One horse received minor injuries, but no further treatment is required and there were no injuries to the soldiers involved.”
A Metropolitan Police statement added: “We’re aware that a number of horses were loose in central London and worked with the Army to locate them.
“We’re pleased to confirm that all of the horses have been accounted for. We are continuing to liaise with the Army.”
A police officer also told The Telegraph: “Two horses lost their riders and went on a run.
“We are now waiting for horse boxes to take them away. There were no injuries.”
It comes weeks after a number of Household Cavalry horses escaped in central London.
Five are said to have been spooked by rubble being dropped through a plastic tunnel while on an exercise in Belgravia on April 24.
None of the horses involved in Monday’s escape were involved in the ordeal back in April.
