Samuel, 29, made the move to Washington after the San Francisco 49ers dumped him.
He had been with the 49ers since 2019 as a second round pick in the NFL Draft.
McCoy, 36, believes that the Commanders have made an excellent pick up ahead of the 2025 season.
During an appearance on FS1, he made the bold claim that Samuel is the best player in the NFL.
He said: “Deebo is the best player in football when the ball is in his hands, running back or wide receiver.
“Because I can put you in the backfield to make plays, I can put you at wide receiver to make plays.
“He’s a guy that wherever he’s playing, or whatever the game plan is with Deebo, you gotta circle him.
“Watch out for No. 19, No. 1, whatever his number is with Washington.”
McCoy’s comments sparked a furious reaction on social media with fans disagreeing with his opinion.
One posted: “It’s nonsense. He is living on Jupiter.”
